It's not like normal fingers to grasp or point. They're long stringy tendrils that can wrap around and slither across. Their hands are creepy.
If the shepherd has no flock then they have nothing to lead. And their crook may as well be snapped in half.
Some sit upon the shelf and wait. Then, there are those who come by and observe what is on the shelf. How else will those sitting and waiting ever come off the shelf again?
